# Authority Having Jurisdiction (AHJ)

Also known as: AHJ

The agency or official legally empowered to enforce building codes and approve permits in a given area.

An Authority Having Jurisdiction (AHJ) is the organization, office, or individual responsible for enforcing the requirements of a building code, approving equipment and materials, and issuing permits within a defined geographic boundary. In Texas, the AHJ is typically the city or county building department, though it can also be a fire marshal, utility district, or state agency depending on the project type. Some unincorporated areas of Texas have no AHJ, meaning no permit is required — a fact contractors must verify before bidding.

## Why it matters for contractors

Knowing the AHJ for any parcel tells a contractor which code edition applies, typical review timelines, and which inspections are required — all factors that affect project scheduling and the lead window between permit issuance and subcontractor call.
