Building Code
Also known as: construction code, model code, IBC, IRC
A set of regulations establishing minimum standards for the design, construction, and occupancy of buildings, adopted and enforced by the AHJ.
A building code is a set of minimum standards for the design, construction, materials, use, and maintenance of buildings and other structures. Most US jurisdictions, including Texas cities, adopt model codes published by the International Code Council (ICC) — primarily the International Building Code (IBC) for commercial and the International Residential Code (IRC) for one- and two-family dwellings — with local amendments. Texas does not have a statewide building code for municipalities, so each home-rule city adopts its own edition and amendments. Counties in Texas generally have no building code jurisdiction outside ETJ areas.
Why it matters for contractors
Knowing which code edition a specific AHJ has adopted is essential for accurate plan preparation and predicting inspection outcomes — a mismatch can cause costly correction cycles that delay permit issuance.
